So you typed in your billing zip code and your primary account holder’s last 4 digits of SSN and your carrier is unable to verify your identity. Here’s how I fixed mine (this is based on AT&T network):
1. Call AT&T or your carrier and have your sim card checked.
You will need:
-The 20-digit number that is on your sim card (the one that came with the new iphone)
-your iPhone’s IMEI number.
-billing zip code
-last 4 digit of primary account holder
-your mobile number
